Social & Cultural Issues

I spent about 15 years with the United Nations, mostly providing technical assistance in various "developing" countries, often providing advice on national policy toward computer use. As a result I became interested in a variety of social and cultural issues -- for example, Do Computers Provide Benefits to Developing Countries? -- and have written a little on some of them.
